One store near me has locking wheels that stop if someone tries to roll it off the store property. I wish all of the stores would do that.
Hell; while living in the Wash DC area 30 years ago, one could not even remove the shopping carts from the loading area in front of the stores, there were barricades spaced just close enough to let people by but not carts------Safeway comes to mind.
