SANTA ROSA, Texas - During a recent afternoon storm, brothers Angel and Salvador Badillo sat under a tin roof with a couple of friends, sipping beers as the open drainage ditch in front of their clapboard house filled like a moat. Soon, neighbors' septic tanks could begin to overflow, creating a smelly and potentially disease-ridden mess.

The homes in Grande Acres — a colonia, or slapped-together neighborhood, on low-lying land 12 miles north of the Rio Grande — were supposed to get sewer service years ago through a nearly $4 million grant from the Environmental Protection Agency. But the city of Santa Rosa, of which Grande Acres is a part, failed to take advantage of the money, and the 2002 grant expired.

Why are these colonias even allowed to exist on American soil? This is disgusting and pathetic.

Why bother? You fix up one for these people who will not do anything for themselves, rob the Americans of their hard earned money to make everything plush for the illegals, you'll get 10 more colonias popping up that have no services.

ITA! Our country is being transformed into a third-world cesspool. Eventually this squalor will become a reality nationwide. We’re already seeing cars parked on lawns, and farm animals permitted in previously middle-class urban neighborhoods.

Why are these colonias even allowed to exist on American soil? This is disgusting and pathetic.
This is an excellent example of the problem. These men are sitting sipping beers waiting for someone to come along and fix everything up for them. What stops them from grabbing a shovel and digging to put in better septic tanks?

This is a hard working people? Not exactly. Would Americans sit by and live with open latrines rather than get some wood and build an outhouse? A new septic tank doesn't take rock science to install. But of course these men would rather lay around getting drunk than do anything to improve their lives and living conditions for their families.

Honestly, as if places like this do not exist in rural areas in rural ares of states like Tennessee, West Virginia, Mississippi, Alabama, any state with an Indian Reservation etc.

Having lived in rural Tennessee, Georgia AND Alabama over the last 20+ years I can assure you that despite your stereotypical prejudices, most Americans don't sit around drinking beer waiting for a septic tank to overflow.

Where else but the high immigration areas are there open latrines and colonias with septic tanks overflowing?

Even in the most rural areas of the USA, there are at least outhouses -- which are not at all unsanitary and there is such a thing as calling a septic tank service to come and clear out a filled tank.

American haters might believe most Americans live this same way or that they would require the men in this story to come dig them a new septic tank, but that actually isn't the case at all. America's hygiene levels have not been third world until recently.

I concur. It has gotten so bad in Chicago that they had to pass an ordinance against live chickens:

Now for irony: many upper class enclaves that allow horses, etc. also allow fowl.

In all fairness: chickens, even roosters, make better neighbors than some of the homo sapiens variety of animal.
