Just learn the basics of the English language and we wouldn't need both on any sign. Maybe all signs should be pictures.

The majority of Hispanics are here legally. And you mean besides Mexicans have been in U.S territory since before The U.S adopted the South and the west? We've been here for a long time. We've been in Texas, California, Arizona, New Mexico for quite some time now
