Why? Because of a small amount of graffiti in some alleys?

All the Hispanic businesses looked very well kept and clean.

Maybe they need a new graffiti abatement program. Areas only become blighted when the city ignores certain areas. Keep cleaning over graffiti, and people will stop tagging. It'll get frustrating for them when their "work" only lasts a day.

But again, the business owners seem to be taking pride in those streets with the Latino shops. Just because theyre Mescan doesn't mean theyre going to turn it into a Teaa-Wanna.

And I'm waiting for Camping! to upload some pictures of Omaha's urban decay he talks about. Because its not on this video.
