As long as CIR is a euphemism for amnesty, it will never be passed. Yes, we want strong enforcement, but granting amnesty to millions of illegal aliens is not a prerequisite for the enforcement of our laws.

I didn't know this. Couldn't someone also just randomly guess a valid number, then?

I don't know why they can't make it cross check the name, too.
