There are building and safty laws concerning housing capacities.

it could be a halfway house for all you know.

If the street or area is not zoned for buiness or zoned RC, it's no halfway house and laws are being violated.

yes exactly. there are restrictions per room or sq feet of a home or apt.

my point is that just because a group of people 10 to a house does not mean they are illegal immigrants.

just because you see a bunch of people sharing a house is no reason to call ICE.

you would instead call the housing authority.
