I dont think Guadalupe and East LA are much alike other than being majority Hispanic communities.
Guadalupe has a population of 5,000 East LA has a population of about 120,000.
I dont think East LA fears being "urban renewed", they just want more control over their community.
You guys are focusing too much on the ethnicity of the community's makeup.

East LA, prior to any decision on incorporation, will be required to conduct an Environmental Review which may result in the need for an Environmental Impact Report (EIR). They could be exempted from this requirement. I am inclined to say they would be exempt since East LA is at (or near) build-out as the most significant changes would be legal and financial, i.e. physical changes and corresponding impacts would be limited. This assumes that East LA is not planning on major redevelopment. Of course, LAFCO could disagree...
The General Plan would come later after incorporation (I read the incorporation guidelines quickly so I may be 'off' on this  ).

WHY IS THIS IN THE "IMMIGRATION" SECTION? East LA is place prodominantly known for AMERICANS of Mexican descent (or also known as Mexican-Americans or Chicanos). I hate it when people ALWAYS bring up the damn immigration issue when refering to Mexican Americans. East LA is home of the Lowrider, an American creation, not Mexican. Everything about East LA is Mexican American. These people are way different than Mexicans from Mexico. As a matter of fact, many Mexican-AMericans aren't accepted by Mexicans in Mexico. It's really hard being one of these people cause the Mexicans don't accept you and the Americans don't accept you either! What are we to do? Of course maybe there's some illegal immigrants in East LA like there is in other parts of the USA. You people are really killing me right now! Just because someone is of Mexican descent doesn't mean their illegal or immigrants at all for that matter. I am an American of Mexican descent and my parents and grandparents and great grandparents etc, were born and raised in the USA and I am proud of that. I say let East LA have their own city and just kick out the illegal immigrants, because most of the citizens are hard-working American citizens! LEARN THE FACTS PEOPLE!

Back in the day: many Chicanos made no bones about wanting the illegals from SOB gone............it seems that many of today's Latinos all too often drank the MEChA Kool Aid and no longer want the illegals to be deported.
