Technically speaking, even if they do go through the proper channels, there still is no Constitutional right to come here. But there could be a "natural right" claim but I'm not making that argument.

Re: alleged 'natural rights' concerning the movement of people------that would apply across the world.

Just that there are rules/laws in force; some are stupid-------the alternative though is anarchy.
