SACRAMENTO • Gov. Arnold Schwarzenegger has launched a campaign to help Californians without checking or savings accounts gain access to bank services. However, the program allows the use of controversial consular ID cards, which, according to the FBI, are used mainly by illegal immigrants.

Ahhnold is getting very desperate.
Desperate about what? He is rich, famous, and married into the Kennedy family. He doesn't even draw a salary...so what is it he is desperate about? Keep in mind that he is a two term Republican in a leftist state.
