Why doesn't the State just make it to where ONLY a legal Adult can apply for these benefits? Why should a child, even if legal be able to apply for help? Year after year in Los Angeles, the city and county governments would moan and groan that they would have to make "devastating cuts" to healthcare and the USC General Hospital. Everytime, they promised the Federal Gov't that they would make changes to save $$, but do you think that they did so? Big fat NO.

I hope that years of swimming in red ink will change the mindset of these career politicians who throw endless taxpayer $$ at their constituencies. California cannot stand more hemorraging of its middle class and must do something to stem the flow of imported and anchored poverty that strains its budget.
