Default how and why mexico and the usa are not both responsible for the misfortune of illegals

On this article we can see that for many years Mexican officials..
in the 1920's,1930's,1940's,1950,1960's

Mexican officials...DID try to prevent emigrants from leaving mexico but american.."enganchadores" would go to mexico and practically bribe mexican officials to brake the law...

and everytime...that our american government did not need them...so easily would just try to kick them out......
these kind of irresponsibility of just moving people..back and forth has created...a society of nomads....
and now america wants to reform again?

well hopefully mexican officials are not that stupid...that if a war with china, or iran or some world event in a bigger scale occur...
and some 3 million americans are fighting some foreign war and the domestic sector needs...flesh young blood...to exploit and save on profits for THE CAUSE...not to fall for it...and just keep heading its own way

because but sides are equally responsible..americans for breaking mexican laws..and mexicans..practically falling for it..knowing well that expulsion came next...

By turning a blind eye when convenient, American immigration practice, which often
directly contradicted American law (Calavita, 1992), once again undercut Mexico City’s stance
on emigration. Mexico City attempted to restrict illegal migration while important elements of
the U.S. government encouraged it. Through the mid-1950s, a similar cycle in which the
Mexican government promoted bracero emigration and then suddenly tried to stop all emigration
continued with the vicissitudes of the guest worker negotiations. Unfortunately for Mexico, the
United States had the option of replacing Mexicans with workers from other areas like the
Caribbean, whereas Mexican labor emigration was exclusively dependent on the United States
(R. Craig, 1971). Given the asymmetries in their relationship and a proven inability to stop
emigrants from leaving, the Mexican government had few means of forcing U.S. concessions.

so if you havent read the pdf file...and dont have an opinon..
then I fell like all of you illegal..pros....was that Mexico did go by rules...

it did go by the rule of the land.

but everytime that they enforce it..america...would just say...
we dont care...we need them...and you dont have an opionion...

and thats why the southwest is so disorganised
