I don't see anywhere in the pamphlets that says "Mexicans, go to the U.S."
The Mexican government publishes and distributes pamphlets containing explicit instructions on methods for entering the U.S. illegally without detection. If that isn't encouraging its citizens to 'go to the U.S.' I simply don't know what is.
