One can start renting and own a home if they keep working there until they reach top pay.

My question to you is, why do you support a temporary immigrant visa? How will this help and if your concern is people returning back to their countries, I would not even bother with the program because eventually, they will stay. In this case, I would rather support Malamutes idea of companies moving their business where their employees live. We would loose big time but I am in favor of keeping families together and if we cannot keep the workers here, then so be it.

Perhaps not the wage, but the absense of benefits is huge. I know a lot of people who stay with a crap job only because of the health care it offers. Besides, it is seasonal work which makes it that much harder to persuade people to move to an expensive area for three months of guaranteed work per year.

I support a temporary workers visa for just this type of scenario. Temp workers would not have to worry about they would do during the off season, as they would either be in a different part of the country harvesting something else or back home living off money earned while in the US. Of course I worry that people would overstay their visa, however if such visas were guaranteed to these people on a yearly basis (unless they are arrested or in anyway involved in criminal activity) I believe that they would be less likely to 'rock the boat' and risk not being elligable for the program again.

I also believe that there are a lot of illegals who really don't care to become US citizens. They would like to make good money and go home. This type of program would certainly appeal to that segment.

Now would temporary workers visa take care of all illegal aliens? No. But it would certainly go a long way in solving this part of the problem.
