A really thought provoking article. Based on this, I could suggest a few cities that could stand to have more illegal immigrants.

So what it says to me is that it doesn't have a gang problem. Yet
Many larger Cities at one point in their population count didn't have a gang problem. I'm sure the drug Czars in Baja are reading this article too.

Exactly. Give El Paso time.
Also, for every "El Paso" out there, there is another city with the opposite story...high numbers of illegals, and rampant crime. El Paso is the exception, not the rule.
Also, and probably most important, is that illegals don't call the police on each other....they don't want to risk deportation. The crimes are probably taking place, they're just not being reported.

For that matter; apparently El Paso is crawling with US law enforcement who would not hesitate to drop the hammer on drug cartels, etc.
Remember too; unlike Mexico, Americans in most places are allowed to be armed and Texas especially, has a 'castle law' that allows a homeowner to use deadly force against intruders.
