This is where the sh*t hits the fan, for me.
Fine that construction company for the subcontractors actions.

Subcontracting came about in the mid to late 60's and took off, as a way to cheat the taxes, overhead and laws placed on employees. It has been a hill to the bottom, and the illegals fit the bill, to the "T"

It says "they were employed by subcontractors", not "they were employed as subcontractors". How do you know the subcontractors did not withhold income tax from these individuals?

You beat me to the punch. While I believe it was wrong to employ them, I fail to see where it says the employees did not pay their taxes?

I know how it works. That's how I know. I subcontract construction.

That is how it is done and has always been done since the 70's.
I framed houses in the 70's and 80's working on a crew and got paid straight, piece work, contract labor. Nothing has changed. In the construction trades, everyone is paid as contract labor, unless your Union, or on a prevailing wage commercial project.
