The RICO Act, Racketeer Influenced and Corrupt Organizations Act, was introduced to combat organized crime. And one of the chief benefits of using these type of laws is the ability of law enforcement to seize assets of those arrested. I think illegal alien smuggling and transportation falls neatly into the established purpose of these laws. Illegal aliens own homes, cars, paychecks and other assets that could be seized using RICO laws. Why don't the feds start using this type of tool? I think it would be a good idea.
