LITTLE ROCK — The Arkansas attorney general today certified the name and ballot title of a proposed constitutional amendment that would make it difficult for illegal immigrants to receive public benefits in the state.
The proposal also would require government agencies to verify that all those seeking public benefits in the state are U.S. residents.
“This proposal limits public benefits for illegal aliens and it also causes those state agencies to track the dollars that go out,” Burlsworth said. “People are demanding a lot more accountability.”
With all that has happened lately, this may make it through to be the law this time around. The state is seeing and feeling the effects, side effects and the in your face attitudes, these parasites have cost the state, in reimbursements. They let it go until it became a problem for them. Now what?
Well I don't know if you can really call it a problem in Arkansas, yet.
But if this text is in the proposal why the heck bother?
"Under the proposal, anyone 14 or older seeking public benefits from a state agency would be required to sign an oath saying they live legally in the United States and in Arkansas. Those caught lying could face perjury charges.Verification of citizenship would not be required for emergency medical treatment, prenatal care or public school enrollment under the proposal."

Shouldn't the gov't agencies be doing these things already? Sounds like a bunch of lazy gov't bureaucrats need to be whipped into shape.
The bolded part of the quote I included even mentioned state agencies.
That is because the feds are not doing their jobs they were hired to do.
For the states to do what the feds are suppose to, specific State law must be passed so State and local law enforcement can legally do the job the feds are suppose to be doing.
It is State funded, from cries of help from the states residences.

And this surprises you? Probably half the bureaucrats in America—federal, state and city—do not perform their jobs satisfactorily. If they were worth a crap as workers they would probably not be on the gov’t dole. And what does the article above have to do with the federal gov't?

Simple.
The Feds have dropped the ball and/or are ducking their mandated responsibility towards the American people hence things starting to get done on the state level.
Remember the Civil Rights Movement of another era? Certain states with Jim Crow/discrimination against Asian and Jews, etc. laws on their books started repealing 'em prior to the landmark Supreme Court decisions of the mid 1950's. That is when the Feds started stepping up to the plate.
The states are feeling the effects of what the federal government refuses to do.
If you didn't understand, you need to slap your 2nd grade teacher and all the rest after that for letting you through the cracks. we all can see clearly, reading comprehension was not you best subject was it? Must have been all the illegals straining education resources in reading English.
