No, you're the one comparing apples and oranges. What this law says, for example, is that if someone runs a stop sign, and gets pulled over, has no driver's license, or insurance, the cop wants to know why no license, or insurance. This law gives the officer the right to questions the driver about his legal status, just like he has the right to ask if the license has been suspended. If the person has a license, but the name he gives doesn't match, or the description on the license doesn't match, the officer will become more suspicious, and has the right to determine who he's dealing with, and part of that is the right to question the legal status of the driver.
This doesn't constitute racial profiling, or stopping and questioning without just cause.
