No, not by looking at a person. And in fact, simply NOT hearing English doesn't determine proficiency. So if you were to walk in little Saigon in Westminster, CA and hear little English (trust me, you will hear A LOT of Vietnamese) will you assume they are illegal? There is a high new immigrant population here that don't speak English very well, will you automatically assume that they are illegal? If you do, then you would be wrong. So no, it's not a good metric simply by observation...
