No, not by looking at a person. And in fact, simply NOT hearing English doesn't determine proficiency. So if you were to walk in little Saigon in Westminster, CA and hear little English (trust me, you will hear A LOT of Vietnamese) will you assume they are illegal? There is a high new immigrant population here that don't speak English very well, will you automatically assume that they are illegal? If you do, then you would be wrong. So no, it's not a good metric simply by observation...

Explain how common sense gives you the ablitily to look at a person and determin whether they are an American citizen, docummented Alien, or an Undocumented Alien...Sir.

NO ONE should be rewarded for breaking the laws of this country. NO ONE. If illegals want, they can go home and apply like everyone else to come here legally. No one group should consider itself so privileged that they expect to skate through breaking whatever laws and then be rewarded for doing so.
