Yes - and this stuff is going on very near the borders. Creel is a few hours drive away however but is in Chihuahua which borders on the USA. Absolutely nothing prevents these guys from heading to the USA for whatever reason they want.
People do say however that one reason there aren't many MS13 in the city I'm in is because the established Mexican gang living here keeps them out so it may be true in a way that having one gang helps prevent even more brutal ones from coming in.
