The bill clearly states no complaints based solely on race will be investigated. That is the racial profiling. No one is getting checked until after lawful contact is made. That is, you aren't getting checked until you are already in trouble and the LEO is going to run your information anyway.

It also clearly states what documents someone needs. These are documents any legal citizen/legal guest already has. Legal citizen and forgot your ID? Give the LEO your real name/address/DOB when he or she asks. When he is running you through the computer they will find all is well regarding your citizenship. If you are a legal guest you should be carrying your passport/visa.
You can get checked for "probable cause" of having broken the law. Coming to the US is breaking the law, ie, if the cop thinks you're here illegally, s/he can stop you and ask for papers.

Apparently, the Supreme Court does not agree with you. They upheld Nevada for arresting someone who refused to show ID. If you are driving in CA, you have to show ID when asked by LE (California Vehicle Code 12500). The AZ law mimics federal law already on the books. etc etc etc
