There has NEVER been an objection to the police asking
any person based upon
reasonable suspicion that a crime is being committed as outlined in Terry v Ohio from being asked to identify themselves. The objection is the lack of definition regarding what constitutes reasonable suspicion for the determination of legal status. Unfortunately, it seems that the distinction is too complex for most folks to understand.
