But other council members said the damage to the image of Tucson and Arizona, as well as the negative effect the law will have on the tourism industry is too great to ignore. Further, the cost of enforcement will be excessive and the state is unwilling to pay for it.
Mayor Bob Walkup said the law is based on a misguided notion illegal immigrants are bad for the area's quality of life and economy, both of which are untrue.
Much of Tucson's economy is derived from Mexican tourists who come here to vacation and shop, he said.
