No delay-delay

the bill, in this current form, will go into effect 90 days after the last day of this current session. So the law isn't a law until about Sept, 2010.

so a slight delay

If you knew about migration, you would know that the Fall is end of growiing season and migrants are prepareing to return home. So it doesnt make sence for BP stop crossers going the other direction.

I guess the democrats thought that the law would turn out to be very popular with the American people come November, with them sitting on the wrong side of the immigration issue.
