1) Another attempt to blur the distinction between legal immigrants and illegal aliens ?

Now thats rich. Ecuador feels they have some right to dictate American state laws. Seems like everyone thinks everyone except American citizens have a dog in this race.

Seems to be twofold
1) Showing that nobody in ecuador has read the law. (Future candidates for AG Holders job ?)
2) there is no difference between an emigrant and an illegal alien. ( same old blurred distiction.)
