Does the new law allow you rat out a neighbor or co-worker you suspect is illegal?

There's nothing specific about the law that provides for that but, you an always do that with any law. Whether or not the authorities will do anything about it, is another matter. If you were to do it now, you'd contact ICE...once the law goes into effect, you could contact local LE but, I wouldn't be surprised if they just referred you to ICE. I'm sure they'd ask you what actual proof you have that the person is here illegally (other than hearsay or just a hunch you have)....along with why you're reporting them other than to report that they're here illegally (are there other laws the person is breaking).
If anything the new law wouldn't provide for what you're asking because, it only allows local LE to inquire about someone's immigration status when they have reasonable suspicion to suspect they're here illegally. If you're complaint were enough for them to have reasonable suspicion (which I don't think it would be), they'd still need a reason to make contact with the person to ask them in the first place (they'd have to have broken a law or be in the act of breaking a law).

He's a corn vendor. I suspect he doesn't have a permit to sell food, although I don't know for sure. Can't they just ask him for his food permit and proceed to ask him for his legal proof

It should. There are all kinds of "ratting out" of people. You're supposed to rat out sexual harassers in the work place, shoplifters, wife and child abusers, ethics violators and so on.

Well the police wouldn't get involved in that....you'd have to call what ever government agency issues the permits that you're required to have to sell food....the board of health I guess, maybe the department of revenue (if he's selling something he's suppose to be collecting sales tax on). They're not going to ask him anything about his immigration status though but, I would think that if he's here illegally, he would have difficulty getting the required permits. What is this guy, competition to you or something....you seem to really have it in for him?
