"Subject to the jurisdiction of" excludes only foreign diplomats and hostile occupying armies.

Actually... the only solid estimate is that by the Pew Hispanic Center. And that puts the number at about 260,000 a year.
The Supreme Court has ruled against the intent of the writer's of the 14th and that will be fixed.
