"Subject to the jurisdiction of" excludes only foreign diplomats and hostile occupying armies.

Whether tis bill has a chance or not, it will bring the problem to the attention of more people. IMO, Too many assume there are probably a couple of thousand anchor babies born here evey year, and will be shocked to learn the estimate varies from 300,000 to 700,000.

It doesn't get any more hostile than someone criminally invading your nation . Conspiring to commite a crime makes it conspiracy and a felony .
IMO ,Thats why clinton bush and obama all put these judeges on supreme court, to rule against America .

Actually... the only solid estimate is that by the Pew Hispanic Center. And that puts the number at about 260,000 a year.
