If you want to live in a town where kids are safe, schools are good, where parents take education and the school system seriously and there are plenty of outdoor activities then you do not want to live in a town of 100,000 - I don't care where it is. If shoping is more important than safety, I would send you to Peoria because the Peoria Park District is huge and it offers opportunities for kids and adults a like all year long including baseball diamonds, tennis courts, swimming and skating, golf, marina, zoo, bandshell and a host of other things. Peoria also has three hospitals, a medical shcool, two schools for gifted children, one university, one college, a couple of minor league teams, two malls and at least five shopping centers, river front park, Family Y, a sports complex with swimming, civic center with national acts, plus many state parks and several local events that attract national attention in the area. And the food is pretty good, too.

Peoria is a river town that is progressive with diverse political and religious groups. Bloomington is a farming community that is ultra-conservaive, clannish Republican and Christian. Springfield is conservative and political.

I live in a small, safe, community that is progressive, yet conservative. It has a new school super and the district is doing well. Kids are respectful, the parents are involved and they support schooll activities and their kids.. There is plenty of outdoor activities and the town is getting ready to let bids for a water park. And we have a very nice hospital.

I moved here is for the second time for several reasons. The city sprays mosquitoes and buts every week in the summer.It is located dead center between Peoria, Springfield and Bloomington, I like the business owners. I like living near the river and I feel safe. The cops are neither your best friend or your worst enemy, but they help when you need it. This area is being developed into the next everglades. 7000 acrea are open and another 7000 are being developed. There is plenty to do and see without driving 100 miles to do it. Our kids hunt, fish, play football, etc. It is a diverse family town that likes kids. .

Bloomington/Normal, Springfield, Peoria, and Champaign/Urbana all seem to fit your criteria.
