My guess because it is such a small town is either the schools or local govt or possibly a little factory. Does it really matter though??

I grew up in that area, and, as far as I know, most people commute to the Quad Cities for their jobs. I don't remember there being much of any kind of major employer in Hillsdale.

There is a huge meat-packing plant (Tyson, I think) in Joslin, which isn't far.
