That's true to an extent. If a student knows that he absolutely needs the individual attention and can't survive in an environment like U of I, then by all means choose the smaller school. Of course if the student isn't challenged then there's something wrong - big fish in small pond doesn't work out that well just as washing out at a flagship university.
