Most states participate in a reciprocity compact where the respective DMVs or equivalent (Secretary of State in the case of Illinois) share traffic violation data with each other. Unfortunately for your dad, both Illinois and New Jersey are among them. Illinois doesn't really have a well-defined "points" system like most other states do; however, it will still show up on your dad's driving abstract which is what insurance companies examine as part of their criteria for determining insurance rates. It would behoove your dad to find out if he can plead guilty and either get court supervision or take an online driving course or whatever to keep the violation off his driving abstract.
