A rail to barge grain facility already exist. The river barge industry is quiete vibrant in the entire region.

The problem Cairo has, is that any industry now or in the future, will draw employees from the surrounding area.

If I'm a senior management type or CEO, there is NO way I locate there unless the location or cost of business gives me tremendous advantages over nearby areas. Let's see: infrastructure-crumbling, appealing surroundings to attract and keep management types-not, educated workforce-questionable, stores and other amenities nearby-hardly. Only way of helping the town is to locate a state or federal operation there with many jobs, like a military base or prison or VA hospital. And the state is broke.
