The Illinois Tollway Authority is a great example of a self-perpetuating bureaucracy.
Illinois without Chicagoland would be like Iowa socially, and hence politically.
You would have solely Abraham Lincolns, Ronald Reagans, and Dennis Hasterts, and no Rod Blagojevich, Hillary Clinton, Richard Daley, or Barack Obama types.

The Tollway system was devised by Chicago politicians to tax suburbanites and out-of-staters. That's why the only tollway in the city of Chicago is the Skyway (not part of the ITA), with the exception of the Tri-State near O'Hare, which traverses the city, but does not serve it (I-90 from downtown to O'Hare is free).

You'd be wrong to believe Iowa is a politically monolithic state. It's been a "battleground" state for decades.

Maybe, but unfortunately, it is a very common attitude. This is why Blago is our governor, why Todd Stroger got elected Cook County board president, etc., complete apathy and a romanticization of our checkered past.
