The cyberdrive Illinois site isn't really helping me.
Purchased a car, have it here in Texas along with the title and Bill of Sale.
Could somebody please lay out what I actually need to do?
Having issues trying to print out a VSD190. Requires transfer plates and a transfer vin which I don't have.

Any help is appreciated.

If you live in Texas you should register the car in Texas. They will take an Illinois title.

The title is still in the sellers name. Wouldnt I need to get one in my own name first before registering it?

W/O sellers signature on the proper documents, it "looks" stolen.

If "IT" requires that you have drive away plate and temp VIN issued in IL, then you most likely will need to take it to Illinois. You and the seller need to go to the nearest Notary Public and get the papers signed.

Texas has a list of 63 taxes. Some apply to used cars.

There should be a form on the title that the seller signed. As long as the seller signed the title (regardless of which state) your state should accept it as is. If seller didn't sign it, you have a problem.

You will register and order a new title at the same time. Title usually follows in the mail a few weeks later. This is the title that will have your name on it. If you sell the vehicle you sign it and the buyer does the same thing you are about to do!

I left illinois and moved to texas. Upon moving to texas , I went to the local tax assessor . Showed them my title (in my name), insurance, Inspection sticker, and proof of address along with license. The girl did some work on the computer. Handed my new license plates (texas) , took the title and then said I would receive my new texas title in a few weeks. It arrived about 3 weeks after.

Temp VIN? What are you talking about? A VIN is assigned to a vehicle by the manufacturer at the time of manufacture and is permanent.

OP, you should not need to do anything with the state of Illinois. You say you have the title. Is the assignment complete? The highlighted parts below? Your name and Texas address should be on line 1, the seller's printed name and signature (exactly as shown in the "owner" section at the top of the title) on line 3 along with the date of sale (which isn't highlighted). If there are two owners listed on the title, both will need to print and sign on the same line.

If you bought the vehicle from a private party, that should be sufficient. If you bought it from an Illinois dealer, you should also have an ST556 tax form. Sign and print your name on bottom line of the assignment box, take the title, Bill of Sale, and tax form (if applicable) to the Texas DMV, and apply for a Texas title in your name.

All you need to do is this. Walk into whatever its called in TexaS. Here it is Sec of state and say this. Title transfer and plates. You will need title bill of sale and valid insurance card. Here i could do it up town at currency exchange.

Well Soulia as long as you have proof you'll be able to get the title transferred.
