Try $50K.

Ghost towns would be cool to wander round, but that is sad. They should make it into a historical village to attract tourist, the southernmost town in Illinois. They could make it a smaller version of Memphis.

Ghost towns are fun. I've been in bunches in the west. Even the towns that still have humans are fine, unless too many move in. St. Elmo was one of the best in Colorado until realtors discovered it.
But I can imagine exploring empty attics and dim basements in Cairo. I am sure that they impart a definite strangeness
On a more modern note, why not a Victorian festival. People would wear period costumes, cook and serve 19th century food, and demonstrate the old crafts. If it went well, Cairo could eventually become Victorian Cairo, a place in the tradition of Colonial Williamsburg. One important thing would be to ban alcohol at any festival. We don't wish to have the problems that "Taste of X city" have experienced. I've often thought that a homemade candy and soft drink festival would be a winner anywhere. And it certainly fits in with Victorian times
I haven't been to Cairo since 1965, so I need to get cracking. I doubt that I can make it this Spring before the hot weather starts, so I'm going to shoot for Autumn or early Winter.
Maybe there could be a party for fanciers of Western Americana in Cairo. It was certainly an important place in the opening of the West.
