Amazon is looking for a business friendly atmosphere, regardless of what happens with pension that takes Illinois out of consideration.

Lets put it this way... if Amazon chooses Chicago, its ONLY because Rahm gives amazing bj's.

Choosing a location isn't just because a place is cheap or fiscally stable. The positions pay well and the location actually has to attract people to move to the location. I moved from FL which always tries to attract these kinds of companies and fails because the schools are poor (both public K-12 and universities) and cities have little infrastructure like public transport to attract the population to work there.

Much of choosing a location is about who you can get to go to the location. There are plenty of dirt cheap places, but if you can't get anyone to go there, what's the point? This is particularly the case with the $100K jobs. It's one thing to have a factory job where you can go into a lower cost area with no taxes, because IL's structure takes a bigger cut there, but for a higher income population like the Amazon jobs will be serving, Chicago is a decent choice. It is cheap (comparatively speaking). There are decent public schools you can go to in the city. If you choose a suburb, you can take public transportation into the city. You have all the big city amenities without the prices of LA/NY/SF. There are also a lot of good universities in the proximity with the Big Ten schools and several other strong private universities in/around Chicago.
