The desirable districts in Illinois that have nice facilities, local residents that are supportive, parents who ensure their children are well prepared, and generally a good reputation have MOUNTAINS of applicants. There are many folks with fresh teaching certificates that willing work for a year or more at wages barely over minimum wage to impress the decision maker that they are worthy of full-time employment contract.

The fact is even CPS has more than enough applicants to fill the majority of classroom in the safer areas with qualified teachers.

Now if you look at the entire situation in Illinois, including the rural areas suffering from depopulation, chronic opiod absues, questions over the fiscal status of tenuously financed schools, former industrial towns that have little hope of rebounding, and who knows what other bleak news it is no surprise that not only are such are communities having no luck attracting teachers, so too do they have dysfunction police forces and crooks stealing millions from the literally water fund -- Will someone intervene in Harvey? - Chicago Tribune
