I went through Cairo once, over 30 years ago. It was comparable to E. St. Louis back then. I don't remember it as a flourishing community.
Now, Goreville and Marion are faring much better, it seems.

The last thing I wanted to do this friday night was spend several hours writing, editing, and typing this letter. However, I needed to do it because it's unequivocally the best way to defy Cairo. I want to share this with you because Cairo is wrong. Or, to express that sentiment without all of the emotionally charged lingo, if we're to effectively carry out our responsibilities and make a future for itself, they will first have to yank up cheeky losers from the dark rocks under which they hide and flaunt them before the bright sunshine of public exposure. As soon as Cairo's goofs identify political and religious groups that are Cairo's political enemies and re-label them as "careless, coldhearted pop psychologists" in order to justify operations against them, they will have destroyed the basis for their own existence. There; my ranting is finished.

First, Paducah is not right across the river, it's some 30 miles away. Second, I don't know by what metric you consider Paducah to be thriving. It is losing population and its median income and home values are well below Kentucky's statewide medians, much less the national medians.
If you want to preserve Cairo, you go ahead and start up a foundation for that purpose. It is nobody's obligation to preserve it just because it's part of our history. In an imaginary world where resources are limitless, it would be nice. Meanwhile here in the real world, resources are limited and there are competing uses for them, and right now we have far more pressing uses for the resources available to us. Not everything we've ever built needs to preserved as a tribute to ourselves. That kind of vanity is best saved for societies and cultures that see no need to re-evaluate and move forward.

Paducah is on less pestilential ground. Less given to floods as well.

Paducah is a vibrant regional retail and healthcare hub. Yes, the city proper is losing population, and real estate values are low in the entire region. But the cost of living is low also.

One other thing, if Paducah is so depressed, why in a period of airline schedule reductions, is United adding jet service from Paducah to ORD starting first of the year?

Paducah is the best place in Kentucky and Cairo is the worst place in Illinois.
