You must not be very well-travelled. There are much worse places than Rockford, in all of the categories you mentioned. There are even much worse places right there in Ill.
Ever hear of a little place called East St Louis? Check that place out sometime.

As much I dislike Rockford I rather have some rednecks than thugs.(There are thugs in Rockford too) I also do not think it is the worst place to live, but is it the worst place that I have lived and worked. There are some places that are alot worse in crime and yes even Taxes. You can find a nice house in the East side of Rockford you might not be able to afford the Taxes but you can find a nice place to live. Rockford is commutable to Chicago I knew a few who did it.
Rockford is still stuck in the 1970s mode when it was a big town for machine shops those days are now gone and Rockford has not adapted to it.
It had the chance to have a Unirversity in town, and Rockford said NO we do not want that here and Dekalb got it instead and that was the turning point for the City. They also once had the chance to make Route 2 (on the west side of town) a four lane highway and they also passed on that one too. These are major things for a City and it can make it a place where people want to live. Any new development is now on the East side because of I-39 if they put in the Highway or Tollway on the West side they would have development on both sides.
