Who paid off the judges? Ann Arbor is greener than Champaign-Urbana, by default of being in Michigan PLUS the city's attempts at creating 'Tree Town.' |

I don't think they mean "green" as in more greenscape, though that is undoubtedly part of it. I think they mean "green" as in ecologically aware and active. C-U has one of the best bus systems in the nation, both are "tree cities," there are plenty of parks, pollution is low, both cities push recycling... taken together, I guess that's what they are looking at.
