Default ILLINOIS has the most gangmembers per capita
8-11 per 1,000 residents i got this from the 2009 national gang threat assesment from the fbi web site

cook county has the most then its followed by will county then lake county

Then why say Illinois instead of Chicagoland??? BIG difference as 3 counties nowhere near equal Illinois..

ummm because on the fbi website it said illinois has 8-11 not chicagoland then there was a breakdown of counties

There are certain (towns) areas of kane that are high - won't name. I don't know about the rest of the county though.
