You can't really lose with either town. There are plenty of things to do in either city and the universities infuse a young, progessive (although sometimes drunken frat party like) atmosphere that probably wouldn't be so noticeable otherwise. Outside of the college atmosphere, B-N is pretty conservative, Champaign's also a bit conservative outside of the U of I.
Champaign has more of the college scene and seems to have more events (arts, culture, concerts, sports) come to town than Bloomington. On the other hand, Bloomington seems to have more young 20 - 30 something working professionals than Champaign. Since you mentioned being a 30 something single guy, Bloomington has a pretty decent dating scene. I'm not sure about Champaign.
As your job is relocating you from Peoria to Decatur, I can pretty much guess who you work for

. If you spent much time in Peoria, B-N in many regards is the polar opposite. Champaign is a different, more funky animal. The drive from either city to Decatur is about the same (especially if you'd be commuting to the workplace I think you're commuting to).
I grew up between Springfield and Decatur and spent plenty of time in both cities. Although there many from Decatur that will defend it to the end (I'm really not trying to rip on Decatur here -- there are some nice areas of the town), I wouldn't really recommend living there, especially if you are fairly young and single.
