An ideas why the turnout was so low for this?

Also I heard somewhere that if this happens Urbana will just buy it outright (meaning the water would be provided by the City of Urbana) but Champaign said they would not What do you think about this? Would you support your town becoming the sole owner for water?

I think this company is waaay too big, and serves too many communities for Urbana to buy it. This is much to do about nothing. The state has the last word on whether or not they get their proposed increase. Ask Ameren.
