The graduated license stuff is just going to get worse. We have a blissninnie, slap on the wrist society so the answer to bad behavior is to punish the many for the actions of a few. With all the distractions teens have now (almost all of which they put upon themselves: texting, constant talking on phones, etc.), it was only a matter of time.

For the OP, if you are still reading, check out this:

IC 9-24-3-3
Age and experience requirements; hardship waiver
Sec. 3. (a) The bureau may waive up to six (6) months of the age and experience requirements for an individual making an application for the individual's initial operator's license due to hardship conditions.
(b) The bureau shall adopt rules under IC 4-22-2 to state the conditions under which the age requirement may be waived under subsection (a).

I checked IC 4-22-2 and couldn't find anything with "hardship" in it, so maybe the BMV calls it something else in 4-22-2?

Hi I just passed my written test for my learners permit but I failed the eye test. Do I have to take the eye test all over again after I see my opthamologist? The woman who gave the test was really mean she asked me to read a line of letters and then she asked if I saw a flashing light anywhere, I didn't so she failed me! Could I get a reply please I just want to know what the flashing light test was about.

Not trying to sound rude, but isn't your question best directed towards the BMV?

You may obtain a learner's permit if you are at least 15 years and 180 days old (approximately 15 years and six months) and you are enrolled in an approved driver education program.
Who cares when you got your permit? Everyone has their own reasons for not getting their permit at 15/16. The person asking the question wasn't cursing at anyone only showing frustration and trying to figure out if they could do anything. Unfortunately they can't as others have stated.
