I believe that it is part of the Full Disclosure law that if you're purchasing a home utility costs have to be provided on a separate printout. I know that here in Bloomington wherever there is a house for sale there is typically a box of flyers set up at the driveway entrance that lists the square footage, area of the rooms, types of utilities used and the average annual utility cost.
Indiana has some of the cheapest electric rates in the country thanks to the majority of it being generated by coal and coke (compressed coal) fired generators as opposed to oil. LP and natural gas are popular heat sources but the costs have been rising where electirc has held fairly steady. Wood is an exceptionally popular choice as well and there are even wood furnaces on the market now that are 97% efficient. The downside is that you have to find good wood to burn on your own or purchase it.
