I never suggested in meant anything. However, having a higher credit rating can improve a state's overall economic outlook. At the very least Indiana is doing better than Illinois, a state who can't even afford to pay its lottery winners.

With respect to credit ratings here is where it really has an impact.
When the state of Illinois went to the bond market for 500 Million dollars last week it paid nearly twice in interest compared to AAA rated states like Indiana.
2-3% might not seem like much but when you are borrowing 500 Million dollars that's a difference of 50 Million in interest payments. Taxpayers have to make that up eventually.
Thanks for clarifying that in a way that makes sense.
