I've searched on CD, but couldn't find a dedicated thread on this subject, and I'm just wondering if anyone has an opinion about how the possible future employment of between 10,000-40,000 people related to the River Ridge Development will impact Greater Louisville and Southern Indiana.

Which cities and towns(current housing stock) or counties open space(future subdivisions) will be impacted the most?

How will the current transportation infrastructure be impacted?

I would imagine that some serious thought has been put into this by the powers-that-be well before any shovel hit the ground.
Has anyone read any predictions of how this may impact cities like Madison, Charlestown, Jeffersonville, Sellersburg, Memphis, etc, on the Indiana side, or Prospect, La Grange, etc, on the Kentucky side, and the current roads and bridges leading to and from these areas?

Traffic Flow / Real Estate Prices / Environmental Impact???

Floyd County will see increase in population in higher-end Floyds Knobs as well as Georgetown and Greenville.
Clark County already has seen increased home construction due to East End Bridge. Large-scale commercial shopping areas are being built on Highway 62. More are planned. But read the report...it has a lot of information.

Sunny Joe....most the growth will be on the east side of the metro, especially Clark County. If you want to avoid massive sprawl and growth, Floyds Knobs is where its at. Upscale, nice, but landed, genteel, rolling hills, very nice farms nearby, but New Albany is a WONDERFULLY rejuvenated town as you'll discover by perusing its very cute downtown and Main street.


You can research for years...just come visit!

No doubt, Peter.
I just have some free time, and my mind is starting to click into the finer points of Southern Indiana / Louisville. I'm just trying to add 2 + 2.
That River Ridge Development looks like it could be quite the economic stimulator for the whole region, especially East of I-65.
If the numbers come in, whether it's a direct or indirect 40,000 jobs, that's the equivalent of 40 individual factories each employing 1,000 people. That's a LOT of jobs, and a LOT of people looking to reach for the next rung on the economic ladder. Every small town in Indiana would be ecstatic to see ONE factory bring 1,000 new jobs to town.
The River Ridge Development looks to be a major game-changer!

The ramifications are endless, and whether one is a recent high school or college grad, a soon-to-be retiree, or someone in between, it would be wise to try and understand the short and long-term impacts on the environment, transportation, and housing.

Bottom line, this is GREAT news for Southern Indiana.
Let's hope that the economy keeps chugging along and that the plans have a chance to come to fruition. In the meantime, let's try to figure out where the chips may fall. For a guy like me, I have to figure out how close I want to get to that atomic bomb of economic impact.

It's ALL good, but if my sleepy little town suddenly experiences a widening of the road, or new freeway interchange, or unexpected rush hour traffic, well, then that's on me.
On the flip side, one could see a steady increase in property value depending on how close one is willing to get to that mushroom cloud.

An excerpt from a Louisville Courier story in 2014:

"So far, companies at River Ridge have committed to bringing a total of 5,505 jobs.
The site brings in workers from about two dozen counties, though most commute from Clark, Floyd, Harrison and Scott counties in Southern Indiana and Jefferson County in Kentucky. Economic development officials on both sides of the river recently have renewed the push for "regionalism," promoting the area's workforce and close proximity to shipping."

Obviously, things have been rolling right along since this article was written three years ago... With 24 counties being impacted to one degree or another... "...though most commute from Clark, Floyd, Harrison and Scott counties in Southern Indiana and Jefferson County in Kentucky."

Default River Ridge Commerce Center RRDA

I live 1 mile from middle of RRDA. It is a BRAC facility. Given to the State of Indiana and under the control of an Un-Elected Authority, RRDA. It is a Fascist program of massive proportion. Several hundred million of Tax Payer dollars have been spent cleaning up the old Indiana Army Ammunition Plant and rebuilding the infrastructure. Over $30 million a year has been drained out of the local economy and sent out to other parts of the U.S. and the World through State sales taxes and State and Federal income taxes. The RRDA web site did promote the fact that the Employer pay below average wages. The Employers are given property tax relief for 10 year, employee training tax breaks and other Tax Payer funded subsidies. Most of the Employers are Foreign owned business. Moving into leased buildings. The growth rate is averaging 750 employees a year. It will take many years to reach full capacity. One of the biggest economic impacts is the low pay scale for unskilled workers. Housing 40,000 to 50,000 lower than average wage worker will require low rent housing. 40,000 people will require 200 high rise buildings with 200 sleeper cells per building. While the investments of several hundred million up front is good for the local building boom, the end results will be a major influx of low wage workers needing government assistance to fulfill the needs the lower than average wage jobs will not provide.

Our Wonderful V.P. Mike Pence stood in front of the 100% Japanese owned American Air Filter Plant and promised Tax Payer the Government Funding of the Japanese Plant would be good for the local economy. He told the Audience that AAF would be paying 2-1/2 times the Indiana's average wage of $18.00 per hour or $45.00 per hour. I have offered a reward of $1,000.00 to anyone that will show me a pay check or other document earning $45.00 per hour. The $1,000 has gone unclaimed for over 1 year.



If you are interested in profiting from the economic boom it is providing, housing. Low income housing is the future. You along with many other Venture Capitalist are grabbing every piece of land they can for housing.



Again, RRDA is very misleading and front loaded. The long term economic impact of the Fascist Government-Private Partnership will be devastating to Clark County, Indiana. The impact of 40,000 to 50,000 low income workers will impact schools, increase poverty, increase the need for Government funded transportation to service the Employer and many other subsidized programs. Right now, employers cannot hire enough worker because of low wages. It takes a $22.00 per hour job to be able to afford housing in Our Region. Many jobs pay less than $12.00 per hour or 66% of the State average wage. The secondary affect is more retail businesses that pay minimum wages. Creating even more low income workers. Can your say Amazon Arms or Toyota Tower High Rise Sleeper Cells for Company employees" Just like the old days of the Company Store.

I invite you to come and see the massive Fascist program first hand. Do not trust Mr. Acy or 1SI to tell the truth. If you take the data they provide and start analyzing it, you will find that RRDA is full of lies.

“Here in Indiana, we are committed to providing companies around the world with a skilled workforce and a favorable business environment,” said Indiana Gov. Mike Pence. “Across the nation, we continue to be recognized as a top destination for business because of our low costs, low taxes and limited regulations. As we enter into our third century, we will build on this economic momentum to ensure companies like American Air Filter have the resources they need to succeed in a state that works.”
The center will create 25 new high-tech R&D jobs in Jeffersonville by 2018. The positions are expected to pay more than 2.5 times higher than Clark County's average wage. The Indiana Economic Development Corp. offered AAF up to $375,000 in tax credits based on these job creation plans. The new facility can accommodate a total of 40 employees, primarily in R&D.



And Who picks up these tax breaks? Tax Payers. Again, Foreign owned businesses utilize American labor at below average wages, infrastructure, raw materials, pollute and send massive profits out of the U.S.



RIVER RIDGE URBAN ENTERPRISE ZONE (RRUEZ)
Investment Deduction
This deduction allows a Zone business to deduct the increase in assessed value from a
“qualified investment” in real or personal property for up to 10 years.
“Qualified Investments” are those investments in a business location in the UEZ, including:
The purchase of a building.
The purchase of new manufacturing or production equipment;
Costs associated with the repair, rehabilitation, or modernization of an existing building and related improvements;
Onsite infrastructure improvements;
Construction of a new building; and
Costs associated with retooling existing machinery.
A. To take advantage of this credit, employers must:
File the EZB‐R with the IEDC and the RRUEZ by June 1st, accompanied by the 1% IEDC registration fee and the 49% RRUEZ participation fee
If an extension of time is needed to file the EZB‐R, file the EZB‐E by June 1st, and the EZB‐R by July 15th.
B. Forms you will need:
Submit form EZ‐2 to the Clark County Auditor between January 1st and May 15th Investment Deduction of the assessment year.
In the case of deductions for personal property (machinery/equipment), this form must be accompanied by Form 103 or 104.
File Form EZB‐R with the IEDC and send a copy to the RRUEZ by June 1st of the year in which taxes are payable, accompanied respectively by:
IEDC Registration Fee (1% of total tax savings)
RRUEZ Contribution Rate (49% of total tax savings)
If you need an extension of time to file an EZB‐R, you may file form EZB‐E by June 1st. If approved, you will have until July 15th to properly submit the EZB‐R.
C. UEZ Investment Deduction – Example Timeline
1/1/16 Property Assessment
2016 Improvements made
1/1/17 Property Assessment; Assessed value increases as result of
improvements
5/15/17 EZ‐2 form (and Forms 103 and 104 for personal property, if necessary) due to County Auditor
8/15/17 Auditor notifies business whether deduction allowed
2018 2017 assessed property taxes become payable
6/1/18
EZB‐R due to IEDC & RRUEZ w/ 1% IEDC registration fee & 49% RRUEZ participation fee. EZB‐E due to IEDC if extension needed
7/15/18 EZB‐R and appropriate fees due if extension approved
Q: What if I do not know what my tax savings is by June 1st or July 15th?
A: If the business does not know their tax savings by June 1st, they should file an extension (EZB‐E) by June 1st, which will enable them to file the EZB‐R form by July 15th. If the business still will not know the tax savings by July 15, an EZB‐R form is still due by July 15th; however, the form will be incomplete. As soon as the tax savings amount is known, the business must submit a complete EZB‐R form and, if applicable, send a check for 1% of the tax savings to the IEDC and a check for 49% of the tax savings to the RRUEZ.

When you hear the word "job" hold onto your wallet. Some Un-Elected Authority has a plan to empty it and give it to a Foreign Company while providing massive tax breaks to them and lining the pockets of Their Family and Friends. Mr. Acy and Ms. Chesser are in it for the short term economic gains for themselves.



What not let Clark County keep more of the Tax Dollars since We are paying for massive infrastructure improvements outside of the RRDA facility. Including schools for lower than average wage worker children and many other government programs caused by RRDA. From the RRDA website:
The park is currently home to more than 50 businesses employing nearly 9,000 workers. A 2017 economic impact study found that businesses at River Ridge generated more than $36 million in local income taxes since 2006. Local governments received more than $5.3 million in local income taxes last year and will get an estimated $5.8 million in 2018.
