When driving around Greece one time, over there they merely widen the shoulder of the existing road, you drive with one set of wheels on the shoulder, another set on the road, opens up a large passing lane in the middle. It takes a little skill to drive them, but if you pass a car, you blink your lights to alert the other drivers you're passing. Never saw an accident. One just needs to instruct drivers how to use this system. No need then, for an expensive 4-lane freeway.
How many times have you driven on a two-lane road with a generous shoulder, and you wished that this piggish driver would only show some sensitivity and drive with a set of wheels on the shoulder, so you could pass.
Post-Greece, I do it all the time.
