Default City Council In Aurora Indiana

Hello to all.
Looking for info on Aurora's city council. Do they do a good job? Is this council like some other small town-Good ole boy ran? As I am somewhat interested in running for a seat i have tried to e-mail city hall with questions on what is required to run for a seat but havent gotten a response yet, 3 months. I have been to only a couple of meetings but there seems to be no formal agenda's, I have seen that the street supervisor has spent extra money which appreared to be legit but he couldnt produce at that time info on for the mayor if the spending was the cheapest,smallest amount that it could have been,this gentlmen said he could get the info if needed.To me and only my opinion this dept head should have come to meeting with this info, the council also shrugged off an elderly lady who ask if when they were going to take care of her problem,which she never said what it was but it clearly upsetted her that the council didnthave anymore info for her since the last meeting, as she stomped out several members just chuckled, which is very upsetting to me as I feel all residents should be heard and all comments,problems,etc no matter how hard or simple should be given the respect that a resident who pays taxes,lives in the area deserves. There wasnt an agenda sheet that was passed out. Maybe the town is too small for this but i think it would be great for someone as myself who is new to be able to follow what is going on and what the concerns are. Again maybe I am being a bit petty with the size of the town but i feel the items above could,should be available at the meetings, also the town could post meeting minutes,city charters, and possible the city budget plan on their website. Just a thought. Any feed back is Welcomed, thanks to all who respond.
