It is hit or miss in those types of neighborhoods. You can have one block where people take care of their properties, houses, etc. and then another block that is rundown and with some crime. I will say while this is not the best part of South Bend, it is definitely not the worst. There are many low income people in this area however.

Generally speaking, I would say west of Portage and south of Lathrop can be on the sketchy side once you're west of the river. That doesn't mean there isn't any crime east of the river but it's generally more sporadic and less likely to be the type that could result in bodily harm. There's something of a "safe(r) zone" 1/2-1 mile around campus. Again, that doesn't mean there's no crime but there's less.

If you can manage the commute, Granger or Mishawaka would add some peace of mind. Granger is a good area and while Mishawaka is far from crime free, it's better than SB in that regard.

This topic has come up before and I seem to remember ND has an off-campus section of their site with crime maps and stats or something.

Found it. Evidently it isn't updated after school is out but they have crime maps for April that may help give you an idea of the area. It's only one month but they have archives if you want to get an idea of long term trends.

Crime Maps // The Off-Campus Connector // University of Notre Dame

I had trouble getting them to load in Acrobat but right clicking and saving them to the computer worked if you have the same issue.

There is also this site from ND called RentND that lists some available off-campus housing:

RentND - Notre Dame ND Off-Campus Housing - Apartments and houses for students in South Bend IN
